Blockchain : Are decentralized cross-chain exchanges even technically possible?

I’m reading that many decentralized exchanges are going to offer “cross-chain transactions” in the future, but how is that technically possible? Are the people who make these exchanges all lying?

All I know is how cross-chain atomic swaps work (for example using [https://github.com/decred/atomicswap](https://github.com/decred/atomicswap)). But this relies on a server being present that is executing these swaps. How would this even work completely on-chain? I can’t see a way.

What is the Blockchain?

A block chain is a transaction database shared by all nodes participating in a system based on the Bitcoin protocol. A full copy of a currency’s block chain contains every transaction ever executed in the currency. With this information, one can find out how much value belonged to each address at any point in history.
