Ethereum update: Ether migration to Ethereum 2.0

There is talk of one-way transactions to move ether to the new beacon chain and become a validator. Currently there are estimates that this will require a minimum of 32 eth deposit. No questions there.

What about people who are not interested in becoming a validator and simply want to use their eth on the new shards? I’ve heard that this may not be immediately available in the early phases of the sharding implementation. If so, what blocks will the validators be validating in the meantime? Doesn’t this imply that there will be ether issued and in circulation on the new shards?
