Ethereum update: Ropsten Testnet 51% Attack

It appears that the [following miner](https://ropsten.etherscan.io/address/0x46c1d8eb2c35b350d182b4ea211f7aec84d67d01), whether on purpose or by accident, is suppressing the block gas limit at 4.7M. This can make it difficult to deploy new contracts for testing, as deployment often runs over the now lower than mainnet block limit. You can view the miner’s control of block production [here](https://ropsten.etherscan.io/address/0x46c1d8eb2c35b350d182b4ea211f7aec84d67d01#mine). Notice how almost all other miners raise the limit, only to have it dumped back to 4.7M shortly thereafter?
