Ethereum update: RX480 HR drops when PC goes idle

I run single MSI RX480 8GB on Win7 x64.

This card is primarily for gaming – so I run unmodded BIOS.

Recently I tried newer Radeon drivers. They did not work out for me however – so I reverted back to 17.11.2, with Clean Install.
Normally I get about 15 MH/s. But now I see this problem that I haven’t seen before where when PC idles – hashrate drops to about 5 MH/s.

First I thought this is OS doing some powersaving thing – so I disabled display blanking, switched to high perforamnce mode, and so on. But even then – when I go away from PC, in exactly 15 minutes hashrate sinks and does not go back until I move a mouse or hit some keys, then it immediately goes back up.

According to MSI afterburner, memory clock and GPU clock stay at max level all the time. Memory usage, however, more than halves, when this problem happens, from 2600+ MB, to 1150+MB.

Drivers are the same I used to run, miner is the same, there are no options in driver control panel that might relate to this behaviour. Temps are about 70 degree with 20% fan speed when hashrate is low, and it goes just 2-3 degree up, with fans going to 27-28% when I wake it, so it’s not throttling.

Anybody has any clue what might be going on? I’m out of ideas.
