Ripple update: XCurrent Question


If I wanted to develop a private payment application much like Venmo to facilitate international payments between banks using XCurrent would the XCurrent protocol allow me to do so? With the caveat being both the sending and receiving banks were not at all involved with Ripple or Xcurrent?

I ask because if both banks do not participate with Ripple whatsoever could you develop an application that benefits from Ripples payment solution (lighting fast payments and settlements) if the banks just do not participate?
